As of October 16, chief of Northumberland Paramedics, Bill Detlor, will be the new administrator of the Golden Plough Lodge.
Detlor takes on the new role following Clare Dawson’s retirement after 19 years of service with Northumberland County.
As Chief, Detlor leads and mentors a specialized workforce of over 120 staff operating across six locations, serving a community of over 85,000 residents, overseeing more than 25,000 calls a year for emergency medical response and delivering incredible pre-hospital health care to Northumberland residents and visitors.
Detlor says it’s been an honour and privilege to work with the outstanding members of the Northumberland Paramedics team, and is eager to transition to the long-term care environment, but admits it’s bittersweet.
In early 2020, Detlor spearheaded the launch of Northumberland’s first Community Paramedicine program – an Ontario Health Team Northumberland year one priority – overseeing the implementation as a vital component of the local health system response to COVID-19.
He tells us this led to hearing about the Golden Plough administrator job.
Throughout his career, Detlor has expanded his professional scope to many facets of health care including pre-hospital roles with several paramedic services, base hospital program experience, and as a faculty member at Queen’s University School of Medicine, holding a Masters Certificate in Public Management From York University and an Executive Diploma in Municipal Management from the Association of Municipal Clerks & Treasurers of Ontario.

Recruitment for a new paramedic chief will take place over the next few weeks.
During this transition, Detlor will continue to oversee paramedic operations while he assumes his responsibilities at the Golden Plough Lodge.
In a press release, chief administrative officer for Northumberland County, Jennifer Moore, says since taking on the administrator role in 2009, Dawson has had a pivotal influence on evolving the resident-centric model of care that forms the foundation of GPL operations, leading the team to achievements including two consecutive three-year accreditations, the development of the home’s first-ever strategic plan, and significant progress on the Golden Plough Lodge & Northumberland County Archives project and wishes Dawson the very best in retirement.
