Cobourg’s plan to regulate short-term rental accommodations (STRA) is on hold after appeals were submitted to the Ontario Land Tribunal (OLT) against the Town’s new zoning by-law.
In February 2025, Cobourg Council approved By-Law No. 007-2025, which defines STRA regulations and permits them in specific zones. However, because the STRA Licensing By-law depends on these zoning changes, no licences can be issued until the appeals are resolved.
“The Town continues to work with STRA operators to help them prepare for the licensing program,” a statement from the Town of Cobourg said. “However, short-term rentals remain prohibited, and those who operate before the OLT decision could face enforcement action.”
To help operators understand the new rules, the Town has scheduled information sessions, including in-person meetings on April 7 and April 14 and a virtual session on April 10.
While STRA operators are encouraged to prepare and submit applications, the Town warns that if the OLT does not rule in its favour, the legalization and licensing process could face further delays.
Until a decision is reached, Cobourg’s STRA ban remains in effect.
Operators who continue to rent out their properties could face complaints and potential enforcement penalties.
