The Cobourg Police Service Board (CPSB) has outlined an updated Memorandum of Understanding (MOU) with the Town of Cobourg that they say aims to increase transparency and better manage the financial future of local policing.
At the June 25 board meeting, member Dean Pepper provided background on the Business Centre’s role in funding operations since 2012. The centre, which processes online criminal record checks, generated more than $2.1 million in 2024-covering 19 percent of the Cobourg Police Service’s annual operating budget. In total, it has helped offset about $9.53 million in tax-supported funding over the last two decades.
The updated MOU, expected to be approved by council tonight, outlines how revenue will be reported and how funds will be used going forward. Surplus revenue will continue to support upgrades, capital investments, and community initiatives like victim support.
At the Town’s request, the agreement transitions core operating costs back to the municipal tax levy starting in 2026. A shared oversight model involving council, staff, and the CPSB will include an annual review to ensure funding aligns with local policing and community needs.
