The Cobourg Public Library could see significant service reductions in 2026 under new budget restrictions imposed by Mayor Lucas Cleveland.
Using his Strong Mayor Powers, Cleveland has directed that next year’s budget increase cannot exceed three percent. For the library, that would amount to just $36,000 in new funding, far short of what is needed to cover rising costs for staff, materials, utilities and insurance.
At the same time, a draft Memorandum of Understanding between the town and the library would transfer responsibility for IT services, website management, internet and cyber insurance to the library, adding new first-time expenses. The library estimates a shortfall of more than $200,000 if it follows the mayor’s directive.
The board discussed the challenge at its recent meeting, noting that potential savings could include reducing programs such as storytime, craft nights and book clubs, or cutting branch hours. In Cobourg, officials warned that service reductions could equal two fewer days of public access each week.
Hamilton Township, which funds three smaller branches, has also signalled it will not go beyond a three percent increase. That could affect new operations at the pilot branch in Cold Springs and limit programming at Bewdley and Gores Landing.
The board will prepare two budget options for September: one meeting the mayor’s directive, and another reflecting actual needs. Members say the decision now rests with the mayor and his appointed committee.
