Northumberland County will open an overnight winter Warming Room at County Headquarters beginning Thursday, Nov. 27, offering a safe indoor respite space for people experiencing homelessness during cold weather months.
Located in Committee Room A on the second floor at 555 Courthouse Road, the Warming Room will operate nightly from 8 p.m. to 8 a.m. through March 31, 2026. The space will provide warmth, access to washrooms, and light refreshments. Entry will be through the rear upper-lot entrance of the building.
County council approved the temporary winter service in late October to address ongoing pressure on local emergency shelter capacity. The only year-round shelter at 310 Division Street routinely fills to capacity, leaving additional unsheltered residents without access to overnight indoor space.
“We continue to see high demand for shelter and respite services each winter,” said County Associate Director of Housing and Homelessness Rebecca Carman. “Staff have worked diligently to bring this temporary space forward. We appreciate the engagement of Town of Cobourg staff throughout this process to provide a license under the ECE By-law. This Warming Room will help ensure that more residents have a safe place to rest during the coldest nights of the year.”
Warden Brian Ostrander emphasized the program’s role in reducing risk for vulnerable residents. “The Warming Room reflects the County’s commitment to safeguarding the well-being of vulnerable residents. As winter approaches, ensuring access to a safe, reliable overnight space is an essential step in meeting the urgent needs we continue to see in our community.”
The County says it will work closely with neighbouring residents, community partners, and service providers to ensure the Warming Room operates safely and smoothly throughout the winter response period.
