The Town of Cobourg has launched a Municipal Class Environmental Assessment (EA) to evaluate long-term road network needs in the southeast quadrant of the town.
The study will help plan roads for a proposed 40-hectare mixed-use development east of Brook Road North and north of the railway.
In partnership with JMCD North Holdings Inc. and Northumberland County, Cobourg is using an Integrated Municipal Class EA process. This approach builds on existing plans, including the Town’s Official Plan, Transportation Master Plan, and Master Servicing Plan. The study will explore options for arterial and collector roads, as well as potential grade separations along the railway.
“This environmental assessment will help determine the best road network solutions to support future growth in the East Village North area,” said Terry Hoekstra, deputy director of Cobourg’s Public Works and Engineering Division.
The EA process includes public consultation to gather feedback from residents, agencies, Indigenous communities, and local developers. Public Information Centres (PICs) will be scheduled to discuss alternative solutions, environmental impacts, and mitigation measures. Dates and details will be announced through local newspapers and the town’s website.
