Northumberland County is welcoming back a familiar face to its senior leadership team.
The County has appointed Bill Detlor as its new Director of Community and Social Services. He will begin the position on August 10th following a competitive recruitment process.
Detlor brings more than 30 years of leadership experience in municipal government and healthcare. He previously spent 13 years with Northumberland County, serving first as Chief of Northumberland Paramedics and later as Administrator of the Golden Plough Lodge.
During his time with the County, Detlor led a number of significant service improvements, including the implementation of the Community Paramedicine Program and changes to paramedic emergency response through data-driven deployment strategies.
He also led the County’s long-term care home through the challenges of the COVID-19 pandemic.
After retiring from the County in 2023, Detlor returned to public service in a leadership role with Campbellford Memorial Hospital, further building his experience in healthcare operations and organizational leadership.
As Director of Community and Social Services, Detlor will oversee a broad portfolio that includes Ontario Works, Children’s Services, Housing, Homelessness, Physician Recruitment, Community Safety and Wellbeing, and related community supports.
He will report directly to Chief Administrative Officer Dan Borowec and will be responsible for long-term service planning, partnerships across the health and human services sectors, advising Council on strategic priorities and ensuring services remain responsive to community needs.
Borowec says the County is pleased to welcome Detlor back, describing him as a thoughtful and collaborative leader who understands both the organization and the community.
Detlor says he is looking forward to returning to an organization that has played an important role in his career and working with staff, Council, community partners and residents to advance services that help people thrive.
